The role:
Lifting AP/Temp Works Coordinator

  • Responsibility for the co-ordination of all activities related to the temporary works and also as the Appointed Person - Lifting. 
    As the Temporary Works Co-ordinator (TWC) you will be appointed with overall responsibility for managing the temporary works on a site. 
    A TWC who is responsible for the implementation of their organization’s temporary works procedures and checking that other contractors who are directly or indirectly in their employ are implementing their procedures. 
    A Temporary Works Co-ordinator (TWC) is a role on a construction project which is responsible for ensuring the coordination of the temporary works. The principal activities of a TWC are within clause 11.2.2 of BS5975:2019. 
    Temporary works are the parts of a construction project that are needed to enable the permanent works to be built.  Usually, the temporary works are removed after use, e.g. access scaffolds, props, shoring, excavation support, falsework and formwork, etc. 
    In addition this role encompasses the responsibility of the Appointed Person Lifting - they are responsible for the planning, assessing and execution of all lifting operations for a given site. 
    There is a formally appointed “Appointed Person Lifting” for each JFN site that carries out lifting operations, including use of a Forklift Truck.  

    The appointed person is responsible for:
    Planning of all lifting operations for their designated site
    Approval of all lifting related risk assessments and method statements on their site.
    Final approval of all lift plans on their site.
    Ensuring appropriate selection of crane(s) and lifting accessories for the given task.
    Ensuring there is adequate supervision of all lifting operations across their site.
    Ensuring that adequate pre-checks, inspections, maintenance and thorough examination of the equipment have been carried out Ensuring that all defects are reported in accordance with the Facilities Management Process.
    Ensuring all incidents are reported and investigated in accordance with the Accidents, Near Misses & Positive Observation Reporting Process.
    Ensuring all members of the lifting team are briefed on the contents, scope and limits of the applicable risk assessment and lift plan.
    Being familiar with the relevant parts of the project health and safety plan where the lifting operation is being carried out on a site where the Construction (Design and Management) Regulations apply. 

    The appointed person has the authority to:
    Stop any lifting operations that they consider dangerous or likely to cause harm if they continue.
    Consult others with specialist knowledge and experience.
    Delegate duties and tasks, but not responsibilities, for any part of the lifting operations to suitably qualified individuals.

Key skills and competencies:

  • Experience in leading complex lifts.
  • Sufficient knowledge and confidence to lead and to determine whether it is safe to carry out lifting operations.
  • A strong knowledge of Health & Safety principles.
  • Strong communication and influencing skills with a clear ability to build relationships and work collaboratively.


Qualifications:

  • Demonstrate thorough knowledge and experience of BS5975:2019.
  • CITB Temporary Works Coordinator Course.
  • Site Management Safety Training Scheme (SMSTS) Qualification.
  • NVQ Level 2 in relevant construction activities.
  • Minimum of CPCS Appointed Persons: Lifting Operations course or equivalent.
  • Ideally NEBOSH General Certificate in Occupational Health & Safety.
  • Minimum of IOSH Managing Safely.


Skills & Experience:

  • 5 years’ experience in construction, and / or demolition activities.
  • 2 years’ experience working with various types of Temporary Works Systems i.e. propping / scaffolding etc.
  • Proven knowledge of BS5975:2019. 


Arrangements and Documentation:

  • Experience of being responsible for implementing Temporary Works Procedures on allocated projects.
  • Experience of ensuring all significant items of Temporary Works are coordinated.
  • Knowledge of how Temporary Works Design Briefs are prepared with full consultation, are adequate and in accordance with the actual situation on site.
  • Knowledge of how Temporary works designs are carried out.
  • Knowledge of how Temporary Works Design Checks are carried out, including for concept, structural adequacy and compliance with the brief.
  • Ability to identify the requirements for Hold Points on Quality Plans as needed.
  • Experience in communicating Hold Points are known by all those involved and that Hold Points are not passed until a Permit is signed by the TWC (including Permit to Load, Unload etc.).
  • Knowledge of ground conditions, general site conditions, loadings etc. are as stated on the design brief or the Temporary Works design assumptions (and remain so during use).
  • Experience where testing is required for ground bearing, pull out tests, runway beams etc. that test records and certificates are produced and retained.
  • Experience of assisting the project teams in their production of ‘as-built’ documentation, LTR’s and the Health & Safety File. 


Safety and risk control:

  • Experience of ensuring there are suitable safe systems of work for the erection, use and dismantling of the Temporary Works covering any residual risks, and that these are communicated to and understood by those involved in the Temporary Works.
  • Experience of ensuring that all Temporary Works are adequately and safely constructed and used, ensuring that works are executed in accordance with the design.
  • Experience of ensuring that Temporary Works are physically inspected during construction providing checklists where required and are responsible for reviewing actual conditions against conditions assumed in the temporary works design. 

Co-ordination of information: 
Experience of ensuring those responsible for the erection of Temporary Works receive full details of the design including any limitations or constraints associated with the TW, including any which will affect the stability of the TW during erection, use and dismantling. 
For larger projects, knowledge of assessing the need for appointed Temporary Works Supervisors for each sub-contractor.
