Delivery Programme
The Restart scheme gives Universal Credit claimants who have been out of work for at least 12 months enhanced support to find jobs in their local area. The programme is designed to break down any employability barriers that could be holding them back from finding work.
The Role
The Training Provisions Manager Manager will be working closely with local operations teams, senior managers and sector leads to identify any gaps or emerging needs in our participant support offer. The role will be responsible for sourcing additional services and/or alternative local solutions to meet these evolving needs, making sure they embed their service within our programme delivery and show the ability to continuously add value to the customer outcome.
Responsibilities
- Identify any gaps within the customer offer by undertaking regular reviews of customer action plans, and through consultation with local delivery and quality teams.
- Collect and analyse customer data to inform new services and solutions required to meet the changing needs and future demands.
- Identify local training provision, solutions services available in the local areas.
- Work with Strategic Sector Leads to identify future growth sectors and sector specific training to ensure our provision offer supports customers to enter into these growth sectors.
- Work with the wider commercial team to identify innovative provision to continuously develop our service model to meet emerging need and customer support.
- Identify gaps in provision and/or the accessibility of current services and source additional or alternative local solutions to meet these needs.
- Encourage membership to our Partnership Framework
- Produce specification requirements and work with the Commissioning Co-ordinator and central commissioning team to ensure fair and proper commissioning practice and procedures have been adhered to.
- Evaluate customer provision and ensure is fit for purpose and provides a quality of service and value for money.
- Work closely with Strategic Stakeholder Relationship Managers and operations to map out existing and commission new services to meet the needs of the contract delivery across the local areas.
- Develop and maintain excellent relationships with internal operations teams, senior management, local stakeholders, employers and providers.
Person Specification
Essential:
- Stakeholder and relationship management experience
- Previous procurement, buying or bid experience in a same or similar role
- Knowledge and understanding of commissioning processes
- Knowledge and experience of the employability and skills sector
- Knowledge and understanding of the local labour market
- Knowledge and experience of local networks and provision services
- Experience of working in a customer focused and customer service driven environment
- Experience in identifying and sourcing training provisions and solutions relevant to the employability sector
- Research and product/process scoping experience
