Procurement Officer

Permanent, Full-Time (35 hours per week)

Liverpool School of Tropical Medicine (LSTM) is a globally recognised centre of excellence dedicated to research, education, and the treatment of tropical diseases. Celebrating our 125th anniversary this year, LSTM has been at the forefront of advancements in global health, working towards the eradication of infectious diseases worldwide.

The role:

Underpinning the amazing work our researchers carry out, is a talented professional services team that are passionate about the part they play in improving global health. The Procurement team at LSTM is looking to appoint a skilled Procurement Officer, who will provide a high level of professional procurement support to our internal stakeholders, ensuring they are fully supported with their purchasing and achieve the best value for money possible. 

Key responsibilities:

  • Tenders and contract management
    • Manage and own category strategies for specific areas of expenditure, including identifying opportunities for savings, threats and risks
    • Manage the full tender process for tenders both within and outside of the scope of the PCR 2015; from identifying the need, determining the route to market, preparing tender documentation, review and evaulation of bids, supplier selection and negotiating contracts 
    • Assess and review sourcing options including UK and overseas
  • Communications
    • Provide advice and support to requisitioners, colleagues and suppliers in complying with procurement policy and regulations
    • Design and deliver a procurement training programme for LSTM colleagues and suppliers to develop procurement understanding
    • Collate and analyse data to produce reports for KPI’s and compliance monitoring
  • Systems and eProcurement
    • Manage and develop the etendering system to ensure compliance with UK regulations
    • Support and train colleagues to use the eprocurement system
  • Sustainability
    • Ensure that sustainable and responsible principals are embedded within all procurement activity and throughout the LSTM supply chain
  • Management
    • Line management duties with responsibility for annual staff performance reviews, training and development and workload management

The successful candidate:

We are looking for a proactive individual who can provide a quality service whilst ensuring value for money for LSTM and its subsidiaries. The ideal candidate will bring:

  • Experience of working within a higher education or public sector environment.
  • Previous experience of procurement within a complex environment
  • Knowledge of procurement policies and procedures including the UK Public Contracts Regulations
  • Experience in managing the full tender process from start to finish 
  • Knowledge of public sector procurement frameworks 
  • Demonstrable experience of stakeholder management and influencing skills

A Level 5 Chartered Institute of Purchasing and Supply (CIPS) qualification (or equivalent) would also be beneficial however, this is not essential as we would be keen to support the successful candidate through this qualification.

This role has leadership responsibilities so we are looking for someone who can either bring managerial experience, or who has the desire to take the next step in their career and develop as a leader.
