Manager of Centralized Point of Access (CPA) Service

 

In its capacity as Toronto's Lead Agency, EMYS has designed and developed the centralized point of access model (“CPA”) to meet the objectives set out in Moving on Mental Health .  The objective of the CPA is to improve access to mental health services for children, youth and families in Toronto by providing a centralized point of access for such services by streamlining and centralizing referrals for the mental health services (the “CPA Initiative”).  This initiative will in the initial phase, through EMYS, implement, host and operate a caller registration, triage and referral function through a centralized point of access to phone queries for mental health services for Toronto children, youth, and their families.

The Manager of CPA is responsible for all aspects of overall management of the Centralized Point of Access Service.  The major responsibilities include planning, implementation and coordination leading up to the successful launch. When operationalized, the manager will be responsible for ensuring timely and professional responses to those requesting access to infant, child and adolescent mental health services. This will include training and supervision of the CPA workers. A large component of the position will involve system coordination and the development of a community of practice amongst the Core Service Providers.

 

Responsibilities:

  • Provide project management responsibilities at all stages of CPA development, including establishing the CPA service team and working with relevant EMYS teams to establish the CPA site within the EMYS Scarborough location
  • Provide oversight of the centralized point of access service, by providing high quality, individual and group supervision and annual evaluation of the CPA workers
  • Liaise with all of the stakeholders
  • Staff and support CPA Executive Committee
  • Continuously explore and evaluate opportunities to improve and or enhance CPA’s ability to deliver quality, value added service and client care continuity
  • Develop strong working relationships with relevant stakeholder and reference groups such as the Intake Network, Director of Service Group and Evaluators Group to ensure that CPA services reflect best practices
  • Build strong working relationships with other departments and stakeholders, both internally and externally, to build and execute this complex program across Toronto

 

The ideal candidate will have:

  • Master’s degree in Social Work, Psychology or equivalent is required;
  • Membership in the appropriate professional regulatory body is required;
  • Program development and management experience is required;
  • Management and oversight experience of a similar type service is required;
  • Extensive supervisory experience, preferably within children’s mental health is required;
  • Effective team building in the context of a culturally diverse working environment is required;
  • Ability to translate strategic direction into an operational action plan is required;
  • Comfort working with electronic client information systems and appropriate quality control mechanisms;
  • Excellent communication skills as well as effective judgment, presentation, and conflict management skills;
  • Preferred candidates will be bilingual in both official languages; and,
  • Vulnerable sector screening police background check is required.
