Are you seeking an opportunity where you will play a valuable role in developing and promoting the statutory powers and funding for some of the most significant public transport developments in the North West? Would you enjoy the challenge of managing the transition of initiatives from concepts into deliverable schemes?

TfGM oversees transport in Greater Manchester, delivering new infrastructure and improving transport services, facilities and information to make travel easier for everyone. We deliver high-profile transport projects and it is our experts who provide the information and analysis to shape transport strategy. This is a busy and exciting time for us, under the Devolution Agreement and with the Mayor placing Greater Manchester at the heart of the Northern Powerhouse, transport will play a vital role in the supporting sustainable economic growth and access to opportunities in the UK’s largest regional economy outside of London.

TfGM and Greater Manchester are at a crossroads in terms of developing strategies and making plans for the next generation of expansion of the urban transit network. High Speed rail connections are being planned to provide greater inter-regional connectivity, and in South Yorkshire the emerging technology Tram-Train service is being developed. Locally the Metrolink Phase 3 Programme has been completed, and Greater Manchester’s guided bus BRT services are proving to be enormously popular. For the first time in a generation there is an opportunity to participate in identifying the schemes which will comprise the programme for the next 25 years as TfGM responds to the opportunities posed by the GM Mayor’s Agenda and the Greater Manchester Spatial Strategy.

As a Strategic Development Manager in the Transport Strategy Directorate you will play an active role in the development of a portfolio of enhancements and extensions principally (but not exclusively), relating to various modes of rapid transit from Bus Rapid Transit through Light Rail to Metro services on the local rail network plus the interface with High Speed services. These enhancements will vary widely in scale from settling the case for individual Metrolink Stop improvements, or vehicle fleet replacement strategies, through to integrating High Speed into Greater Manchester.

You will have a sound background in scheme identification and development particularly at the front end of the project life cycle preferably also including the promotion of statutory powers for example TWA and Highways Orders or Hybrid Bill experience. You will also have a track record of building productive working relations with a variety of technical, non-technical and public stakeholders in pursuit of scheme development. It is also important that you have a creative flair in your approach to developing solutions, and an ability to communicate these at all levels.

If you believe you can contribute to our continued success we would like to hear from you!

In return, as well as a competitive salary, we offer a fantastic range of benefits, including:
- free home to work travel by train or Metrolink within the Greater Manchester boundary;
- free bus travel across Greater Manchester;
- 27 days annual leave;
- access to the local government pension scheme

At TfGM we encourage candidates to discuss flexible working options at any stage of the recruitment process.

The salary range for this role is £48,759 to £54,882.  Salary on appointment will be dependent upon your skills and experience.

At TfGM we welcome and encourage applications from everyone regardless of age, disability, gender, ethnicity, religion and sexual orientation. We are actively building a diverse workforce and want to create an inclusive environment as we recognise the importance of our workforce reflecting the communities we serve.

If you are excited by the prospect of this role and have the skills and experience we are seeking, we would really like to hear from you!
